Vintage New Home NLB - Brake Not Engage

I am a sewing newbie, so please bear with my ignorance. I have a vintage New Home NLB machine. In order to wind the bobbin, the manual states that must one loosen the brake to disengage the sewing mechanism. The problem is, not matter which way I turn the brake wheel, the sewing mechanism does not stop (the needle still moves up and down) and, correspondingly, it does not reliably turn the bobbin winder ring. I can wind the bobbin manually, but this is not ideal.

I would appreciate any advise as to what the issue might be.

Not sure if you’re doing this right. You need to hold the balance wheel with one hand and turn the knurled knob at its centre, about a quarter turn anti-clockwise (looking from the right end). That will disengage the needle mechanism and allow the machine to drive the bobbin winder. Hope this helps.
